Wikipedia says:

Capri Pants (”capris”) are a style of pants usually worn in warm weather. They are designed to end mid-calf or just below the calf. More recently, the length of the pants has been shortened to just below the knee in some designs. Though capri pants are most popular with women, they have become popular among men in many countries, especially Europe.

Shorts are a garment worn by both men and women over their pelvic area, circling the waist, and covering the upper part of the upper legs or more, sometimes extending as far as mid-calf, but not covering the entire length of the leg, either as outer or undergarment. They are called “shorts” because they are a shortened version of trousers, which cover the entire leg.

Visual Diagram:

Miscellaneous Facts to Consider:

Capri pants became popular in the US during the 1960s, largely due to the influence of the popular television series The Dick Van Dyke Show.

Your angle could change your perception. Taller people tend to see a longer short while those shorter will see a slightly more petite short.

Capri pants are commonly worn with ballet flats and mary janes, as well as sneakers like Keds.
